Spanish smoking ban how do you explain a smoking ban to day release patients from a mental hospital in Malaga

Going for breakfast this morning in my favourite bar in Malaga ,that happens to be close to a mental health facility has posed a whole new range of problems for the staff how do you explain to people with dementia the concept of no smoking or of a 1000 euro fine? why had the bar owner not asked for an exclusion from the new law.the answer was he had........and he had been turned down.Spanish smoking ban 'puts jobs at risk': "SPANISH bar owners fear thousands of jobs are at risk after the country’s smoking ban came into force today.
Spanish health minister Leire Pajin said the ban was needed as 50,000 people in the country die each year from smoking-related illnesses.

But the Spanish Federation of Hostelry is worried up to 350,000 jobs in bars and restaurants could be lost.

The ban applies to all enclosed public areas and some open ones, such as play areas. Mr Pajin said: “More than 70% of Spain’s population are non-smokers, so it is logical they will be more comfortable in bars when there is no tobacco.”"
