 The changes will allow the regional administrations to reduce the number of health services covered, and the education changes will allow the regions to put up tuition fees at universities.

Meanwhile El Mundo reports that Brussels has asked Spain to put up IVA/VAT in place of the fiscal amnesty announced in the budget. They say an IVA increase would bring a secure income, while the amnesty is uncertain.

The PSOE has criticised the Rajoy administration, considering that he acts though fear of the EU, while Catalan group CiU has lamented the lack of flexibility seen in central government.

This week sees the Government trying to force a new ‘Stability Law’ through Congress on Thursday. The opposition thinks it is impossible to reach an agreement because of a lack of time. The day will see votes on the amendments to the labour reform, and the confirmation of the tax changes and the fiscal amnesty.
