It means that the provincial governments, the Diputaciones, will take on the responsibities of the Town Halls which do not met the Budgetary Stability Law. The decision comes in the frame work of the reform of local administration which the Government has presented, hoping that it form agreements with the other parties. The Secretary of State for Public Administrations, Antonio Beteta, said if there was no agreement ‘it would be done anyway’.

The Ministry for Health is proposing removing 456 medicaments from public financing as part of the cuts in the health service. The objective is to save 440 million € on medicaments which treat ‘lesser symptoms’. Some medicines which will no longer be financed will be Almax, (for stomach acidity) Voltaren (for trauma) or Acetilcisteína (for the treatment of catarrh). Commonly used medicaments such as ibuprofen or paracetamol will continue to be financed. The Ministry of Health and the Regional Health Authorities will meet later today, Wednesday to discuss the list. The plan is that doctors can prescribe what they wish, but if it is on the excluded list the patient will have to pay for entire cost of the medicine. Spanish forced to pay for drugs as cuts take toll
Patients in Spain will have to pay the full price for some prescription medicines under a new measure to cut healthcare costs approved on Wednesday, Health Minister Ana Mato confirmed at a press conference. The new measure, which will come into effect in August, will apply to 425 drugs for "minor ailments", including migraines. Patients will have to pay 100 percent of the cost for codeine, some anti-inflammatories and laxatives, among other drugs. "We're revising the financing of a series of drugs with little therapeutic use and for minor ailments. At the same time, we're going to be able to use public financing for new drugs and those with more therapeutic value," Mato said following a meeting with health representatives from Spain's 17 autonomous regions. The Spanish government expects to save 458 million euros ($570.53 million) with the new measure to cut state support. Two British men have been sentenced to five and a half years in prison each, for organising and transporting deliveries of cocaine from the Costa del Sol to other European countries
such as Holland and the United Kingdom. During one of the operations six kilos of the drug was intervened. The third section of the Court considered it proved that one of the accused, together with the other had been trafficking since May 2010. Europa Press said the other accused was a lorry driver and made frequent trips between the UK and the Costa del Sol. Their arrests came after the Spanish National Police received information from the British Organised Crime Agency, that in August last year a lorry driven by the accused was going to the Costa del Sol to deliver illicit mercenary, and to load up with cocaine. As a result, Spanish police set up a watch close to a commercial centre in Mijas, and saw a rucksack being put in the vehicle. Inside the bag cocaine, valued at more than half a million euros, was found. Following their arrest, the pair have been held on remand since August 2010, accused of a crime against public health with a substance that causes serious damage to health, in a quantity of some importance. The men pleaded guilty to the accusations against them, so no court case was held. However, there were delays in procedures because they were not Spanish.

George Washington's copy of US constitution sells for $9.8m

George Washington's personal copy of the US constitution and bill of rights sold for $9.8m (£6.3m) at auction on Friday, setting a record for any American book or historic document.
Bidders at Christie's New York salesroom and others on the telephone competed for the first US president's signed, gold-embossed volume dating to 1789, which had a pre-sale estimate of up to $3m.
The non-profit Mount Vernon Ladies Association of the Union, which maintains the historic Mount Vernon estate in Virginia that was Washington's home and is now open to the public, was the successful bidder.
"The unique book had been in the Mount Vernon library until 1876, and will soon be returned to that library," said Chris Coover, senior specialist of books and manuscripts at Christie's.
The bound volume was Washington's personal copy of the Acts of Congress and is noteworthy for his bold signature marking it as his own.
The Acts of Congress include the Constitution, whose preamble promises to "secure the blessings of liberty to ourselves and our posterity," and the Bill of Rights, the first 10 amendments to the constitution, which establish such fundamental liberties as the right to free speech, press, assembly and religion.
Christie's described the book as being in near-pristine condition after 223 years. It was specially printed for Washington in 1789, his first year in office as president.
The margins include Washington's handwritten brackets and notations highlighting key passages concerning the president's responsibilities.
The Acts of Congress volume was sold from Washington's library at Mt Vernon in 1876 and eventually bought at auction by collector Richard Dietrich in the 1960s. It was being sold by the family's estate.
Similar volumes created for Thomas Jefferson, the first secretary of state and third US president, and attorney general John Jay, are in Indiana's Lilly Library and a private collection, respectively.
Rare books and manuscripts have achieved impressive prices in recent years.
An autographed manuscript of Lincoln's 1864 election victory speech sold for $3.4m in February 2009, which set a record for an American manuscript at the time. A 1787 letter written from Washington to his nephew on the subject of the ratification of the Constitution fetched $3.2m in December 2009.

PRINCE ALBERT II of Monaco is auctioning off part of the luxury car collection started by his father Prince Rainier III, with vehicles by Bentley, Panhard and Porsche among those up for sale.

Forty vehicles will be available at an auction on 26 July at Prince Albert’s car museum in Monaco. The cars are being sold due to a “comprehensive reorganisation” of the collection, auction house Artcurial Motorcars said in a press release.
The cars have no reserve price. A Mercedes 500 SEC, the personal car of Prince Rainier, is estimated to fetch between €15,000 and €25,000.
Among the oldest cars is a 1913 Panhard X19, valued at between €25,000 and €35,000 euro, while a rare 1925 Citroen cabriolet 5HP is expected to bring in about €15,000.
Besides the flashier offers, other more common vehicles are also included in the sale, such as Fiat 500, Honda Civic and a Volkswagen Beetle, valued at entry prices from €3,000.

easyJet to close their base in Madrid
The airline says that airport charges are high and performance has been poor in the Spanish capital. Budget airline easyJet has announced it is to close its Madrid base over the winter, but it will to continue to fly to the Spanish capital from other bases. It remains to be seen whether the base will be established again next summer or not. The company said it reviewing the options for the eight aircraft based in Madrid and their 310 crew, but the pilots and cabin crew would be offered a job in the airline’s other bases. The company said it hoped to retain as many staff as possible.

A British mother who killed her young son and daughter in a Spanish hotel room was "astonishingly calm" when she showed police their bodies, a court has heard.
Lianne Smith, 45, has admitted smothering five-year-old Rebecca and 11-month-old Daniel with a plastic bag at the Miramar Hotel in Lloret de Mar on the Costa Brava in May 2010.
The jury at her trial at the Provincial Court in Girona, northeast Spain, will determine whether she is criminally responsible for the children's deaths.
Agent 2681, from Catalan regional police force the Mossos d'EsquadraI was shocked by her attitude, the astonishing calmness and coldness she displayed.
Her defence is seeking an acquittal, claiming she was in a state of "psychiatric disturbance" and suffering insurmountable fear when the tragedy happened. She could face 38 years in prison if found guilty.
The police officers, who were identified to the court by their badge numbers as is customary in Spain, all agreed that Smith seemed calm when she confessed to the killings the day after carrying them out.
The first officer at the scene said he was sent to the Miramar after a call from the hotel's reception, who he said told him a guest in Room 101 had asked for police and an ambulance to be called.
Describing the moment he entered the room, he said: "I closed the door and told the woman to stay still.
"She just pointed to the bed, and I saw little knuckles, a baby's knuckles, pointing out from under the sheets. First I found a baby and then a little girl, and I could see they were both dead.
"The woman was calm, she was not saying anything, so I went out on the balcony and called the control room to let them know what was happening."
Agent 2681 from the Mossos d'Esquadra, the Catalan regional police force, was sent to the room when it became apparent that a murder investigation was under way.

Asked by a defence solicitor whether he remembered saying in his original statement that Smith seemed to be in a "catatonic state", the officer replied that he was not a psychologist and would not have been able to determine her mental state.
The statement was shown to judge Adolfo Garcia Morales and the officer accepted he might have described Smith as being catatonic at the time.
"I was shocked by her attitude, the astonishing calmness and coldness she displayed," he said.
Hotel receptionist Anna Savelieva said Smith went down to the Miramar's reception and asked her to call an ambulance and police.
"I asked her if she needed help and she said 'Just call the police, I will talk with them'," she said.
The killings took place shortly after her partner, Martin Smith, was arrested in Barcelona by Spanish police acting on a European arrest warrant.
The family had been living in Spain since 2007 after fleeing Lichfield, Staffordshire, after Smith's eldest daughter by her first husband accused Mr Smith of sexually abusing her.
In December 2010 Martin Smith was found guilty at Manchester Crown Court of using hypnotism, bullying and violence to groom and sexually abuse Ms Richardson - who waived the right to anonymity.
Last January, Mr Smith was found hanged in his cell at Strangeways Prison in
Manchester. The trial continues.
Spanish bank that refused to return off-plan deposits belonging to 47 British expats who invested in a failed Spanish property development has been ordered to repay €1.5million, following a six-year legal battle.
Known collectively as the Finca Parcs Action Group, the expats each paid between €10,000-70-000 in deposits for off-plan homes on a 'luxury development' near Murcia, only for the developer to disappear and Spain's fourth biggest savings bank, Caja de Ahorros del Mediterraneo (CAM), to withold their downpayments.
Keith Rule who has headed the action group and fought for the return of his €53,000, said: "For far too long Spain has alienated the very people who once helped the country prosper.
"Now the Spanish Government must learn important lessons from this case.
"If these types of cases are dealt with in a fair and speedy manner then maybe some of those people who have been the victims of negligence and malpractice may once again have the confidence to invest in Spanish property.
"After all that is what Spain wants and more importantly, desperately needs."
Spain is on the verge of becoming the biggest victim of the euro crisis so far
Europe plunged deeper into crisis last night as Spain lurched closer to needing a full-blown bailout to save it from collapse.
The government in Madrid was forced to pay prohibitively high interest rates to borrow money on another bruising day for the single currency bloc.
It raised fears that Spain is on the verge of becoming the biggest victim of the euro crisis so far – following the bailouts of Greece, Ireland and Portugal.

‘It is becoming very difficult to see how it can manage without that beyond the end of September unless yields fall dramatically,’ he said.
Ishaq Siddiqi, a market strategist at trading firm ETX Capital, said: ‘The sustained high yields on Spanish bonds remain a considerable concern for markets.
If the Spanish government fails to address the country’s economic crisis, like Greece, sky high borrowing rates could eventually force Spain into a full sovereign bailout.
A Spanish bailout would mark a disastrous escalation of the euro crisis, threatening Italy and core eurozone nations such as France and even powerhouse Germany.’

MALIBU is a 50m motor yacht delivered by the world renowned Amels Shipyard in Holland with an original interior design by Terence Disdale and a complete refit in 2006 including new interiors by Reymond Langton. The yacht was built to Lloyds +100 A1 SSC G6 LMC, MCA.
